With tax deadlines approaching, the Italian market is showing signs of growing concern and uncertainty. From 2026, businesses will have the option to submit tax-relevant transaction data to the Italian Revenue Agency using fully cloud-based solutions. But what do Italian businesses really think of this revolution? Are they ready to seize the opportunity, or do they feel lost in a fog of rules and uncertainty?
To answer these questions, fiskaly has joined forces with Format Research to create the "Cloud & Corrispettivi: The Business Perspective" observatory. We interviewed 500 businesses across Italy (including PoS providers and large enterprises, SMEs, and micro-businesses in the retail, tourism, and personal services sectors) between July and September 2025, to create a clear and detailed map of the current landscape.
The results are surprising.
The Regulatory Fog: 7 out of 10 companies feel unprepared
The first finding is alarming: despite the importance of the new cloud possibilities, 7 out of 10 companies admit to being "poorly" or "not at all" informed about the new software solutions that are reshaping the electronic receipts obligation. This lack of clarity is not just a detail; it is the main barrier to innovation. It freezes decisions and leaves many businesses stuck in risky inaction, right when the market is calling for agility.
The cloud paradox: desired by many, understood by few
Despite not having in-depth knowledge of the cloud technology, over 60% of businesses are convinced that the Cloud will simplify tax management. Nearly 70% intend to adopt cloud solutions for the future. How is it possible to trust what you don't understand? This is a snapshot of a market that has understood the destination, a more efficient and automated future, but does not yet know the path to get there.
The wall of obstacles: costs, complexity, and the way to overcome them
Resistance to change is not ideological, but practical. The survey reveals the real walls hindering the transition:
- Perception of implementation costs (83%)
- Complexity of the change (76%)
- Lack of internal skills (74%)
These concerns are understandable, but they’re often rooted in a narrow perspective. Our survey sheds light on how Italian businesses view this key moment of digital transition.

The PoS Providers' perspective: the Education challenge
From the point of view of PoS providers, the advantages of the cloud are clear: automatic updates and zero hardware maintenance. However, the objections they hear daily from their clients are just as clear: perceived costs and connectivity issues.
So what’s really behind the problem? A false perception.
Our Observatory reveals that only 14.3% of PoS Providers believe their clients have low awareness, but our survey of businesses shows widespread confusion. This gap could represent the biggest barrier to sales.
