Verifactu Helpdesk: a practical guide to compliance in Spain

We know there are still many questions about Verifactu, especially now that its enforcement for businesses is just around the corner.

At fiskaly, we want to make compliance simple and jargon-free. That’s why we created the Verifactu Helpdesk: a space where we answer the most common questions we receive from professionals and companies: clearly, practically, and with examples.

1️⃣ Can I upload invoices with different VAT rates into the software to generate the Verifactu record?

Yes. If your company handles invoices with various VAT rates (for example, 10%, 21%, or 0%) that’s no problem. The system can process invoice lines with individualized VAT rates.

2️⃣ I’m self-employed with several mobile stands and operate under a simplified regime. Do I need to comply with Verifactu?

Yes. Even under the simplified regime, you must comply with Verifactu if you issue invoices or receipts using a digital invoicing system. In these cases, it’s best to use a POS or card terminal with integrated Verifactu compliance, allowing you to issue valid receipts and transmit records during events. There are already options available that can be activated only on sales days to reduce costs.

3️⃣ I’m self-employed (bar, hair salon, store, etc.) Do I have to issue compliant receipts starting July 2027?

Yes. From July 1, 2027, all freelancers issuing invoices digitally must comply with Verifactu, regardless of business size or industry.

That means using invoicing software or a POS that meets the requirements of Royal Decree 1007/2023 (integrity, traceability, and immutability) and can generate the records required by the AEAT.

4️⃣ I use scales that print a daily total but aren’t connected to any software. Can I transfer that data to Verifactu or generate an invoice with another program?

No. The invoice must be issued at the time of the transaction, not as a daily summary. The regulation also requires the invoice to include a QR code and hash signature generated instantly, according to the technical standards. Re-creating these invoices from another program later is not compliant and may not work operationally.

Our recommendation: use scales with integrated Verifactu invoicing to issue each sale correctly.

5️⃣ If I issue handwritten invoices (name, tax ID, price, and date), do I need to comply with Verifactu?

No. Verifactu doesn’t apply if you don’t use a digital invoicing system. If you issue invoices manually, without any software or electronic devices, you’re not subject to Royal Decree 1007/2023. However, if you later decide to use invoicing software, you’ll need to comply at that point. If you’d like more details, check out our first Helpdesk edition here.

6️⃣ Can I issue invoices with a past date (e.g., last month) if they come from delivery notes?

No. According to Verifactu and the Spanish Billing Regulation (RD 1619/2012), two dates must be distinguished:

  • Issuance date: the day the invoice is issued.
  • Operation date: the day the sale or service took place.

The Verifactu system records both, as well as the timestamp of the invoice record. The issuance date must always reflect the actual day the invoice is created. At that moment, the system must generate the hash signature and QR code, and send the record to the AEAT.

So, the issuance date should match the day the invoice is generated, even if the operation date is earlier. For example, if you issue the invoice on October 4, that’s the issuance date, even if the service was provided on September 30.

7️⃣ My company uses U.S. software that issues invoices in USD. Can we use it for Verifactu if we upload the data to the AEAT?

Not directly. The software must comply with Spain’s Anti-Fraud Law and include a responsible declaration under Royal Decree 1007/2023. Moreover, invoices submitted to the AEAT must be generated and transmitted in euros.  We recommend using a local certified software or an integrator like fiskaly SIGN ES, which guarantees full compliance and avoids penalties.

8️⃣ I’m self-employed and only issue a few invoices per year. Do I need certified software, or can I use the AEAT’s web tool?

It depends. If you issue very few invoices, you can use the AEAT’s free invoicing app. However, if you use any other software to issue invoices, it must comply with Verifactu.

Remember: freelancers have until July 1, 2027, to adapt. Our recommendation: if you only issue a few invoices, the AEAT’s tool might be enough. If you issue many, you’ll benefit from using certified software.

9️⃣ We’re under the SII regime but issue invoices on behalf of some suppliers. Do we still need to comply with Verifactu?

It depends on the supplier. When you issue self-billed invoices (where the recipient issues the invoice on behalf of the supplier), the responsibility lies with the issuer, you. So, you must comply with Verifactu only for suppliers not covered under SII.

According to the latest amendment to Royal Decree 254/2025, companies under SII are exempt. However, if you issue invoices on behalf of third parties outside SII, you must comply with the requirements of the RRSIF (Royal Decree 1007/2023). In these cases, the invoice record must be generated and sent from the system used to issue the invoice.
