The Italian Revenue Agency publishes the operational guide for POS–RT Connection

The Italian Revenue Agency (Agenzia delle Entrate) has released a new operational guide dedicated to the technical procedures for connecting payment systems with Electronic Cash Registers (RT).

This document represents a key step toward the proper management of fiscal data flows, clarifying the requirements needed to ensure the logical connection set out in the Technical Specifications published on October 31, 2025 by the Italian Revenue Agency.

What the guide includes (in brief):

  • Technical specifications for synchronizing data between payment terminals and fiscal modules
  • Operational procedures for activating and maintaining connections
  • Clarifications on the roles of the parties involved in data transmission

The guide explains what the connection between POS terminals and electronic fiscal devices entails, providing operational instructions both for merchants who certify receipts through RT and for those using the “Online Commercial Document” web procedure.

It also specifies that the connection can be configured in multiple ways: a single payment terminal (physical or virtual) may be linked to multiple RTs, or conversely, multiple payment terminals may be linked to a single RT.

Exempt parties and “mixed” cases

The guide also outlines cases that are exempt from the connection requirement, including receipts certified through vending machines, fuel sales, electric vehicle charging, and, more generally, transactions exempt from receipt storage and transmission obligations — even when payments are made electronically.

Regarding timelines, the first communication of connections must be carried out from early March 2026 and will refer to payment terminals active in January 2026. Thereafter, updates will only be required in the event of new activations, changes, or decommissioning.

For payment terminals activated after January 2026, the connection must be registered between the sixth day and the last day of the second month following activation. The same deadlines apply in the event of modifications.
