Signing transactions is only half of Swedish compliance. Before a merchant can operate a cash register in compliance with Swedish requirements, the cash register has to be registered with Skatteverket — and that registration is a merchant responsibility, not something a fiscalization provider does on their behalf. This guide walks through the three registration steps, the fields each one needs, and where the POS vendor has to supply information so the merchant can complete the process.
Who registers the cash register — the merchant or the vendor?
The merchant registers with Skatteverket. fiskaly and the POS vendor supply the technical artifacts the merchant needs, but the tax-agency relationship is direct: the merchant logs into Skatteverket’s portal and completes registration themselves.
That division shapes the whole process. The vendor’s job is to make sure the merchant has the right values to enter — above all the tillverkningsnummer — and understands the sequence. Get that right and registration is straightforward.
The three registration steps
Bringing a Swedish merchant live follows three steps, in order.
Step 1 — Enroll the system via the fiskaly API
The POS client creates the system through the fiskaly API and moves it to a commissioned state. Behind the scenes, fiskaly triggers enrollment with the certified cloud control system and generates the unique 16-character tillverkningsnummer that binds the POS to the TCS.
-
✅ fiskaly provides: the tillverkningsnummer (the 16-character POS identifier), transmitted to the POS provider, who passes it to the merchant
-
⚠️ Important: the 14-day notification clock starts at commissioning — see the deadline note below
Step 2 — Register the control unit (kontrollenhet) with Skatteverket
The merchant logs into the Skatteverket portal (with BankID), selects a cloud-based control system, and enters the control-unit details. Skatteverket issues a digital acknowledgement (Kvittens) with an internal ID-Nummer.
| Field | Value | Source |
|---|---|---|
| Tillverkare (manufacturer) | TCS provider | Provided via fiskaly guides |
| Modell (model) | System version + environment revision | Provided via fiskaly guides |
| TCS control server ID | The 17-character server identifier | Provided via fiskaly guides |
| Kontrollenhetens adress | The control unit’s registered address | Provided via fiskaly guides |
The merchant does not have to invent these values — they come from the provider’s registration guides.
Step 3 — Register the cash register with Skatteverket
Once the control unit is registered, the merchant registers each POS terminal, linking the tillverkningsnummer to the registered control unit. Skatteverket then issues a registration certificate (Registreringsbevis), digitally and by post.
| Field | Description | Source |
|---|---|---|
| Kontrollenhet ID | The ID-Nummer from Step 2’s Kvittens | Merchant gets from Skatteverket |
| Tillverkningsnummer | The 16-character POS identifier | ✅ fiskaly provides |
| Kassabeteckning | Same value as the tillverkningsnummer | ✅ Same value |
| Kassaregistrets adress | Physical address of the register | Merchant provides |
| Journal memory address | Store address, or datacenter for cloud POS | Merchant / POS vendor decision |
| Kontrollremsa / journal | Select electronic journal (Journalminne) | Always Journalminne |
Outcome: the merchant receives the Registreringsbevis, the system is commissioned in the fiskaly API, and the register can be operated legally.
Deadlines: the 14-day notification rule
Do not overlook the timing. Under Chapter 7, Section 4 of the Tax Procedure Act (SFS 2011:1244), the merchant must notify Skatteverket within two weeks of changes such as putting a cash register into use — the anmälningsskyldighet. The same window applies when the merchant switches to a different control system, which triggers a new registration.
The clock starts when the system is moved to the commissioned state through the API, not when the system record is first created. Building your onboarding so the commissioning moment is explicit helps merchants meet the deadline without surprises.
How fiskaly helps
Registration is a merchant task, but its success depends on the vendor supplying the right values at the right time. SIGN SE generates and surfaces the tillverkningsnummer as a compliance artifact, provides the control-unit details merchants need for Step 2 through registration guides, and manages the system lifecycle (creation and commissioning) that the 14-day clock keys off.
Because SIGN SE uses the same integration pattern as fiskaly’s other SIGN products, vendors already live in another market recognize the shape of the enrollment flow immediately.

Frequently asked questions
Does fiskaly register the merchant with Skatteverket? No. Registration is a direct merchant-to-Skatteverket process. fiskaly provides the technical artifacts — chiefly the tillverkningsnummer and control-unit details — that the merchant enters into the Skatteverket portal.
What is the tillverkningsnummer and where does it come from? It is the 16-character unique identifier for the POS, generated during enrollment via the fiskaly API. It is used to register the register with Skatteverket and must also appear on every receipt.
When does the 14-day notification period start? At commissioning — when the system is moved to the commissioned state through the API — not when the system is first created. The merchant then has 14 days to notify Skatteverket.
What does the merchant receive at the end? A Registreringsbevis (registration certificate), issued digitally and by post. At that point the register can be operated legally.
Next steps
Registering a Swedish cash register with Skatteverket is a three-step, merchant-led process — enroll the system, register the control unit, register the register — with a 14-day notification deadline that starts at commissioning. The POS vendor’s role is to supply the tillverkningsnummer and control-unit details and to make the commissioning moment clear.
