B2G is Mandatory. B2B and B2C are Not required. Peppol BIS Billing 3.0 is the only accepted B2G format.

The story
B2G e-invoicing has been mandatory since April 1, 2019, under Lag (2018:1277) om elektroniska fakturor till fรถljd av offentlig upphandling, covering all central and sub-central public-sector authorities for procurement contracts above EU public-procurement thresholds. As of July 2025, the Svefaktura and EDIFACT formats are no longer accepted for B2G invoicing; Peppol BIS Billing 3.0 is the only accepted format.
No domestic B2B e-invoicing mandate exists as of August 2026. On February 5, 2026, Sweden's Ministry of Finance issued a committee directive and appointed a special investigator to assess implementation of the EU's ViDA rules, including whether to introduce a domestic B2B mandate. The investigator's legislative recommendations are due November 30, 2027. Paper and PDF invoices remain legally valid for private B2B transactions in the meantime. There is no B2C mandate.
A supplier that fails to send a compliant e-invoice to a public-sector buyer can be reported to DIGG (the Swedish Agency for Digital Government), which can investigate and order compliance, with the authority to attach a financial penalty scaled to the supplier's circumstances. No fixed, publicly disclosed fine schedule exists.
The EU's ViDA framework sets July 1, 2030, as the deadline for mandatory intra-EU B2B digital reporting.
